Rail operators, such as Great Western Railway (GWR), claim their staff are “empowered” to request the removal of luggage from seats. GWR has found the use of humour an effective way to encourage passengers to be mindful of luggage placement. Passengers have reportedly spoken out on social media, voicing support for penalties against seat-blocking.
